March 17, 2025: The Assam government is considering a three-year ban on hill excavation and construction activities in hilly areas of Guwahati as part of its efforts to tackle artificial flooding in the city.
According to sources, all types of construction work in hilly regions may be halted, including restrictions on house construction permits. The move comes in response to recommendations made by the former CEO of the Guwahati Metropolitan Development Authority (GMDA), aimed at protecting the city's fragile ecosystem and mitigating the increasing flood risks.
To ensure effective flood control, the government is expected to take strict measures and will submit an affidavit to the Gauhati High Court outlining its actions. Additionally, authorities will present a detailed report on the steps taken to clean the city’s drainage system, which is a crucial factor in managing urban floods.
The government has also stressed the need to safeguard all reserved forests within Guwahati’s jurisdiction. Measures taken to regulate the flow of the Bahini River will be included in the affidavit submitted to the court.
The High Court has directed the government to submit an update on the progress of these measures within four weeks, following which a further review will be conducted.
This decision is expected to have a significant impact on urban development in Guwahati, where rapid construction and deforestation have contributed to environmental degradation and worsening flood conditions. The final decision on the proposed ban will be confirmed once the court reviews the government’s submissions.
