April 2, 2025: The Waqf amendment bill, 2024, is set to be introduced in the Lok Sabha today, amidst growing opposition from the INDIA bloc. The bill aims to amend the Waqf act of 1995, addressing long-standing issues, in the management and regulation of waqf properties across India.



What is Waqf?



A Waqf is a charitable or religious donation, typically in the form of property, made by Muslims. The proceeds from these donations are used to maintain mosques, graveyards and fund madrasas and orphanages. Most of these donations are made without valid documentations.



Key provisions:



Renaming the waqf act: The bill seeks to rename the Waqf Act, 1995, as the Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995.



Composition of Central Waqf council and State Waqf Boards: The bill mandates the inclusion of non-muslims as members, sparking concerns.



Dispute Resolution: The bill grants a senior state govt official the final authority in determining whether a property belongs to the govt or a waqf.



The bill has been criticized for lacking adequate consultation with Muslim stakeholders. Additionally, the bill could lead to more disputes. The INDIA bloc has voiced its opposition to the bill, and the Congress led opposition has vowed to mount a stiff resistance. The BJP led centre is however confident of the bill’s passage, due to its majority in the Lok Sabha.
