Government Proposes One-Time Payment Toll Passes for Unlimited Highway Access

February 6, 2025: In a move aimed at easing the financial burden on frequent highway users, the government is set to introduce annual and lifetime toll passes for national highways. The proposed scheme will allow private car owners to purchase an annual pass for ₹3,000, granting unlimited access to highways for a year. Alternatively, a lifetime pass valid for 15 years will be available for ₹30,000.



According to sources, the proposal is in an advanced stage with the Ministry of Road Transport and Highways. The ministry is also considering adjustments to the base toll rate per kilometer for private vehicles to offer further relief. The passes will be integrated into the FASTag system, eliminating the need for additional cards or documentation.



Currently, only monthly passes are issued to local and frequent commuters for crossing a single toll plaza, costing ₹340 per month or ₹4,080 annually. The introduction of annual and lifetime passes is expected to provide a more convenient and cost-effective alternative.



Union Road Transport Minister Nitin Gadkari had earlier hinted at plans to introduce such toll pass options, citing issues like growing public discontent over toll plazas within municipal limits, the short distance between toll gates, and incidents of violence at toll booths.



Government data from FY 2023-24 reveals that private vehicles contributed approximately ₹8,000 crore out of the ₹55,000 crore total toll collection. Despite accounting for 53% of toll transactions, private cars contribute only 21% of total toll revenue. Notably, nearly 60% of highway toll lane traffic between 6 a.m. and 10 p.m. comprises private vehicles.



Though the National Highways Authority of India (NHAI) may see a short-term revenue dip, officials believe the long-term benefits outweigh the concerns. The initiative is expected to reduce congestion at toll plazas, enhance travel convenience, and improve the overall efficiency of the national highway network.
