November 8, 2024: In a significant move to promote workplace health and curb the harmful effects of tobacco use, the Karnataka government has issued a directive prohibiting the consumption of tobacco products, including cigarettes, gutka, and pan masala, within government offices and their premises.
The ban, outlined in a circular issued by the Department of Personnel and Administrative Reforms (DPAR), follows increasing concerns over the persistent use of tobacco products in public offices, despite statutory warnings. The government noted that tobacco consumption within office spaces was continuing unchecked, with reports of employees smoking and chewing tobacco in violation of existing regulations.
In its directive, the DPAR emphasized the health risks posed by tobacco use, not only to the individuals consuming it but also to their colleagues and the public, who may be exposed to harmful secondhand smoke. "It has come to the notice of the government that tobacco products are being consumed in public offices and their premises despite statutory warnings," the circular stated. "In the interest of employees' health and to safeguard the public and other government staff from passive smoking, the use of tobacco products and smoking by any government employee is completely prohibited in a public office and its premises."
To ensure effective enforcement, the government has mandated that clear warning boards be prominently displayed in government offices, reminding employees of the new restrictions. The circular also warned that any employee found violating the ban would face disciplinary action.
The move aligns with national and state legislation aimed at reducing tobacco use in public spaces. The Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply, and Distribution) Act, 2003, already prohibits the use of tobacco in public places, while Rule-31 of the Karnataka State Civil Service (Conduct) Rules, 2021, restricts the consumption of intoxicating substances in public.
The Karnataka government's new policy aims to create a healthier work environment for its employees, reduce the risks of passive smoking, and send a strong message about the government's commitment to public health.
