SC on electoral bonds: Asks political parties to submit details of donors to EC

April 12, 2019: In a recent development, the Supreme Court on Friday has directed all political parties to submit all the particulars relating to donations received through electoral bonds by 30 May 2019 in sealed cover envelopes in its interim order on the electoral bonds scheme.

The apex court, which is hearing a petition challenging the validity of electoral bonds, said that the issue requires detailed hearing.
It may be stated that the petitioners who had filed the PILs challenging the scheme had asked the court to grant an interim stay on the sale of the anonymous electoral bonds during the phases currently announced by the RBI (April and May) and till such time as the court decides on the constitutionality of the scheme as a whole.
They had alternatively asked for full disclosure on any electoral bond sales, and of past sales as well.
The case is being heard by a three-judge bench headed by CJI Ranjan Gogoi, along with Justices Deepak Gupta and Sanjiv Khanna.
Meanwhile, Attorney General KK Venugopal, representing the government, had defended the scheme as part of the government's policy to curb black money, and argued that the court should not interfere in this policy "experiment". He also made a number of extremely controversial statements in court, including that voters didn't need to know the source of funding of political candidates.
Reportedly, the electoral bond scheme allows donors to remit money to the political party of their choice through purchase of fixed denominations of electoral bonds available at select branches of the SBI bank. 
The Election Commission, in its submission before the Supreme Court has asked for full disclosure of the identity of the donor.
The CJI Ranjan Gogoi also raised questions on the arguments put forward by the Attorney General stating that the entire purpose behind preventing the use of black money gets defeated if the identity of the donor remains anonymous.
